What this harness says about the mid-session-death obligation — the accountability analog of capabilityGaps for the injectMidSessionDeath hook, and since #2568 a four-armed ObligationDeclaration rather than a two-state String?.

The base default is ObligationDeclaration.Gap on the umbrella (CapabilityGaps.MID_SESSION_DEATH): an un-overridden harness (one that leaves injectMidSessionDeath at its default false) is tracked by default, never silently green. midSessionDeathDeclarationIsHonest enforces the pairing between whichever arm is declared and what the hook actually does — including the two by-design arms, which are checked rather than believed.
