selfDialGap

Tracking URL for why this harness does not prove the self-dial obligation — the accountability analog of midSessionDeathGap for the injectSelfDial hook.

The base default is a non-null umbrella URL (CapabilityGaps.SELF_DIAL): an un-overridden harness (one that leaves injectSelfDial at its default false) is tracked by default, never silently green. A harness that overrides injectSelfDial to genuinely inject a self-dial proves the obligation and MUST override this to return null/blank. selfDialObligationIsTrackedWhenUnproven enforces the pairing.
