DEFAULT_MESH_ORDERING_HOLD_CAPACITY

Default depth of a peer's receiver ordering hold (#2474): how far the live link may run ahead of a drained link's tail before the seam gives up on ordering the two and releases early.

The same shape as DeliveryPolicy.DEFAULT_CAPACITY because it absorbs the same kind of transient. Bounded, never unbounded — see MeshDisplacement.OrderingHoldOverflowed for why backpressuring at the bound is the one option not available.
