The peer had been PUBLISHED on the drained link and was moved off it — the swap window.

The peer was never published on the drained link locally — the dedup either kept a link that was already live and drained the newcomer, or ran at construction, where nothing has been published on any link yet. Construction's losers are always reported this way (#2485): a Replace there would assert a local swap window that never existed.
