How many operations this log holds — Inserts, Removes and retained Compacts alike.
A consumer that partitions the op-log across storage segments budgets in ops, and in that budget a Compact occupies one slot exactly as an Insert does. It is invisible to both sequence and tombstones, so a sequence.size + tombstones.size estimate silently undercounts a segment that carries one.
The equality is one of count, not of cost: a Compact carries a (RgaId -> RgaId) pair per position it suppresses and no value at all, so on the wire or on disk it can be much smaller — or, having absorbed a whole window, much larger — than an Insert carrying one element. A consumer budgeting bytes must measure them; this count will mislead it.
