open

Open a handle onto whatever store already holds.

Reads all three keys, decodes them, and returns a storage whose in-memory state mirrors the medium. A brand-new store yields the same starting values as InMemoryRaftStorage: term 0, no vote, no established leader, an empty log and no snapshot.

Throws CorruptDurableStateException, naming the key, when a record does not decode or carries a format version this build does not know. It deliberately validates nothing else: a term outside the plausible range, a log with a gap, terms that decrease — all of those are the engine's to refuse on restore (#1887), and an adapter that repaired them would be laundering evidence that the durable state is wrong.
