RaftMessageType
The Raft wire vocabulary, as a value a trace consumer can hold and compare.
The frame classes themselves are internal — nothing outside the module constructs or decodes one — so RaftTraceEvent.FrameRefused names the type rather than carrying the frame. The mapping is an exhaustive when with no else (RaftMessage.messageType), so a new frame type cannot compile without an entry here, the same discipline RaftMessage.wireTerm and RaftMessage.isLeaderToPeer are under (#1973).
