The fast-reconnect race: a joiner whose link dropped silently can re-weave and present its token before the host's own liveness detector has noticed the drop. Transient — a retry a moment later, once the host opens the window, succeeds. Folding this into WindowClosed is why a joiner had to retry blindly for its whole window before it could surface a genuinely terminal refusal.

A joiner never sees this value: it reaches it as Refused(code = RejectCode.ResumeWindowNotYetOpen).
