What this harness says about the self-dial obligation — the accountability analog of midSessionDeathDeclaration for the injectSelfDial hook.

The base default is ObligationDeclaration.Gap on the umbrella (CapabilityGaps.SELF_DIAL): an un-overridden harness (one that leaves injectSelfDial at its default false) is tracked by default, never silently green. selfDialDeclarationIsHonest enforces the pairing.

No refutation, and deliberately said out loud — as for membershipDrainDeclaration. Refuting a ObligationDeclaration.NotApplicable.NotConstructible reason needs a stimulus the suite can apply unaided, and only midSessionDeathDeclaration has one (making the counterpart depart). A self-dial has no universal stimulus at all, so that arm here buys the hook-consistency check and the prose toll and nothing else. No in-tree harness declares it for this obligation today; if one does, its reason is all a reader gets.
