Read a snapshot of the current in-memory Rga for gossip / anti-entropy.

The returned Rga reflects all records exported since the last recover or process start, minus any the buffer cap evicted (BufferPolicy.DROP_OLDEST) or refused (BufferPolicy.DROP_NEWEST).
